The context means alot. The identical word is used in Genesis 9:1. Here we know that life had existed and was extinguished by the flood. Noah was asked to plenish the earth again. There is no argument there. The same word used in Genesis 1:28 would imply the same truth. There had been life and now Adam was to plenish the earth with life again.
