I John 1:9 is for believers and is talking about the requirements for fellowship with the Lord. John the Apostle includes himself in the ‘we’ of I John 1:9 because he also ‘sinned’ as a believer as ‘we’ all do. See I John 1:8. The Lord’s prayer is also addressed to believers. Only a believer can address God as His FATHER. Christ is talking about the Father and son fellowship is broken by sin. When we talk about our salvation, our sins are unconditionally forgiven based on the finished work of Jesus Christ at the Cross.
