Isaih 26:19-21 seems to speak to the Rapture of the church and the resurrection of the dead saints. Please comment

Isaiah 26:19-21 is talking about the tribulation period. Verse 20 is talking about the Jews believers entering into the Rock City of Petra in Southern Jordan until the Second Coming when they will be restored back to the land of Israel to live in the sight of the Messiah during His 1,000 year reign. Notice the ‘LORD cometh to punish the inhabitants of the earth’. That doesn’t happen at the rapture, but does at the Second Coming.
